Comparing performance between sections is a good way to figure out whether you ought to reorganize your reporting teams. Maybe you’ve got six reporters on the sports desk, but that section is under-performing compared with your arts section, which only has two reporters. Shifting a sports reporter to arts might be a better use of his time.
